Graham Summers — It's a wartime economy, gold will be used as America's weapon
Phoenix Capital Research's chief strategist connects three Washington signals — Trump's EO 14241 naming gold a critical mineral, Bessent's unsolicited gold-backing and Fort Knox remarks, and gold listed as a sanctionable sector in "Operation Economic Outcast" — into one read: gold has moved from inflation hedge to national-security asset, money and economic weapon. Crypto and stablecoins are being pulled into the same system, and the critical-minerals push is a wartime race to catch China.
One-line take: read the policy tells, not the price. Summers argues Washington has quietly re-classified gold: the president personally named it a critical mineral in EO 14241 (March 2025) even though it doesn't technically qualify, the Treasury Secretary volunteered that the dollar was once gold-backed and that Fort Knox is full, and Operation Economic Outcast lists gold (with crypto, aviation and shipping) as one of five sanctionable sectors aimed at Iran's sanctions workarounds. A sanctionable asset is one the state treats as money. The trigger was the 2022 seizure of $300B of Russian reserves, after which central banks accelerated gold buying. Ordinary holders are not the target — the blocking powers bite on vaults, refiners and COMEX depositories used in Iran-linked trades. The same "wartime economy" framing covers critical minerals (China 10–20 years ahead; a $200B Pentagon financing fund), crypto/stablecoins (Circle's charter, GENIUS Act licensing by January 2027) and Trump's anchor-high negotiation with Canada. Summers disclaims speaking for the Homeland Defense Institute or the US government.

EO 14241 named gold a critical mineral, Bessent volunteered gold-backing and Fort Knox remarks, and Operation Economic Outcast made gold one of five sanctionable sectors — a "monumental once-in-a-century shift" moving gold "from the sidelines to front and center" of national security, trade and economic warfare. | 01:19 |

Not tabled: crypto referenced generically (no coin named); critical-mineral producers and the Pentagon's $200B fund discussed without naming companies.
2. Talking points
00:00 Three headlines: Washington re-rates gold
- Cambone's framing: Bessent recalls the dollar was backed by silver/gold, confirms Fort Knox is full (over $1T at today's prices), then puts gold on an Iran sanctions list with crypto, aviation and shipping.
01:19 Gold is no longer an inflation hedge — it's a weapon and money
- Process unfolding since March 2025; policy makers are signalling a systemic shift most investors miss by treating gold only as an investment.
01:52 EO 14241: the president named gold a critical mineral
- "Immediate measures to increase American mineral production" — Trump personally designated gold, signalling his inner circle sees it as vital to national security.
- Technically gold didn't qualify under the Defense Production Act / USGS implementation (the US isn't import-dependent) — "legislative details"; the intent is the tell.
02:37 Bessent's comments were unsolicited
- Nobody asked the Treasury Secretary whether the dollar was once gold-backed — he volunteered it: a "trail of crumbs."
03:19 Operation Economic Outcast: gold a sanctionable sector
- Gold formally named one of five sanctionable sectors; Iran has used gold to work around sanctions and the Treasury will pursue anyone trading with Iran via gold.
04:43 What it means for holders: compliance and blocking
- OFAC can block (freeze) gold of designated entities under US jurisdiction — vaults, refiners, COMEX-approved depositories.
- Cambone cites Frank Giustra keeping physical gold outside the US; Summers: no concern for ordinary investors not dealing with Iran.
06:14 "Sanctionable" means it's officially money
- Gold is now two things: a weaponized asset the Treasury monitors, and an asset vital to national security used in international trade — "gold's also officially money."
08:04 Economic warfare began with the 2022 Russian reserve seizure
- Seizing $300B of Russian reserves showed the dollar system is weaponized; central banks accelerated gold buying right after. Russia worked around it with crypto and gold — now the Treasury targets both.
- Context for the Dutch repatriating gold from Canada and the US.
10:16 Disclaimer, then: a wartime economy
- Speaks as Phoenix Capital Research only — not for the Homeland Defense Institute or the US government.
- China is one to two decades ahead on critical minerals; executive orders, direct fast-tracking and investment in producers, and a $200B Pentagon (Department of War) fund buying equity and debt in minerals deals.
11:26 Tells, like poker
- No president has called gold vital to national security in 50 years; add the Treasury framing and Fort Knox confirmation — a "once-in-a-century shift." Groundwork for a gold-linked system? "I don't know… you connect the dots."
13:06 Crypto and stablecoins pulled to the centre too
- Crypto was the first asset Bessent listed; intelligence filings showed Russia routing through a Kyrgyzstan exchange financed by a Moldovan billionaire.
- Circle given a US bank charter standing; GENIUS Act rules require stablecoin issuers to be licensed by January 2027.
15:00 Canada: anchor high, then walk back
- No inside detail; reads the pressure on Canada as Trump's real-estate negotiating style — an extreme opening ask, then concessions toward a deal favouring the US on trade and critical minerals.
3. In plain English
Gold — the metal Positive
For 50 years the pitch for gold was simple: the dollar loses value over time, gold doesn't. Summers says the US government has started treating gold as something bigger — a strategic asset like oil or rare earths. The president put it on a list of "critical minerals," the Treasury Secretary went out of his way to talk about gold backing the dollar and the gold in Fort Knox, and the Treasury now lists gold as a sector it can sanction (freeze) when it's used to dodge sanctions on Iran.
His logic: governments only bother to police and seize things that work as money. Since Russia's dollar reserves were frozen in 2022, other central banks have piled into gold precisely because it sits outside the dollar system — and Washington is now acknowledging that power. That is a structural support for gold that goes beyond inflation worries. For ordinary investors who aren't trading with Iran, he says the new sanction rules are not a threat.
