Avis is the car-rental company. Paulo isn't making a buy or sell call — he's using it as a warning sign about the whole market. When a stock has a lot of bets against it (short sellers) and suddenly rockets, those shorts are forced to buy back in, sending it even higher — a "short squeeze."
