Overall thesis

In one line: a debt-saturated system (US debt/GDP north of 120%, ~$2T deficits, interest now >3% of GDP) leaves policymakers only one stable solution — a softer dollar with sticky inflation — so every bout of Treasury-market stress ends with more liquidity, never less, which is bullish nominal equities and the hard-asset shelf and bearish the dollar. The 2H-2026 backdrop is a tug-of-war between an energy/Hormuz shock and an AI-capex/margin boom; Mart stays majority-long with a 15–20% "sleeping level" cash cushion, leaning into uranium, gold/silver, oil and copper on weakness — in early July he judged the drawdown "a rates drawdown wearing a war costume" and put a third of his cash to work (down to a ~10% sleeping level), adding UUUU, MAI, APM and MRLN. Through late July the buying continued in the industrial/"other" sleeve he was already overweight — LibertyStream at C$0.80 on 13 July and Comstock at $2.91 on 24 July, both averaged down past his own overweight limit after checking the selloffs against the fundamentals and finding nothing behind them. The 31 July Cameco Q2 read reinforces the core uranium leg rather than changing it: a headline weak only by choice, timing and a Westinghouse comparison artifact, price/revenue guidance raised while volumes held, and a contract book whose ceiling-capped vintages roll off into the back years — with Westinghouse's confidential IPO filing a watch item he would rather see shelved. By the 11 August macro update the framework had hardened rather than changed: Warsh has gone from hawkish at confirmation to "inflation risks had eased" without naming an indicator, a −23k payrolls print with −103k of revisions and participation at 61.4% gives him the cover, and a soft CPI would push hike odds out, pull yields lower and bull-steepen — while Hormuz sits in month six with the two sides further apart than a week earlier (no deal = UST strain = risk-asset weakness = eventual fiscal intervention, "but not before more selling"). The new wrinkle is that the AI buildout "has become a credit product" (Nvidia's $500bn financing with compute as collateral and a 25% backstop, Goldman angling to lead-bookrun the public debt, the SEC waiving post-2008 risk-retention for data-center securitizations), which makes the market's load-bearing wall credit-sensitive. Net: repression floors the downside, debasement funds the upside — and a rare 21-day thrust into new highs (9-for-9 higher a year later when it fires within 2% of a 52-week high, mean +13.28%) says path of least resistance up barring the Fed or another oil run. He is sitting on the remaining cash into the CPI print to judge the reaction, not the number. The averaging-down pattern continues into mid-August: LibertyStream again on 17 August in the $0.60s (a quarter below the July add), on the same test — look for a fundamental cause for the sell-off, find only an already-expected dilution fear (capex plus the expected US uplisting), and buy, with the pre-revenue risk sentence repeated unchanged. The 28 August Jackson Hole update then supplies the mechanism the whole framework has been implying: Warsh delivered a hawkish speech that repriced the curve entirely inside two years (2s +7–9bp to ~4.30%, September hike odds 35% → above 50% inside the hour) while the 30-year finished flat near 5.16% and the 10-year around 4.67% — "the market has fully separated the policy rate from the term premium," and the Chair said not one word about the buybacks, FIMA or the long end, answering whether the Fed would join Treasury's operation "by declining to acknowledge that the operation exists." So Bessent runs the long end alone "with a $4 billion hose and a checking account" — an upsized buyback that is "a rounding error dressed up as a rescue" against $2.1tn of deficit financing, possibly funded out of the ~$950bn General Account and branded a "Treasury Twist," alongside a euro-funded joint yen intervention and a public request to upsize FIMA (an FOMC vote in service of an allied government's FX policy): "that is fiscal dominance at work." Net for positioning: the release valve stays the dollar, the term-premium thesis picks up a second engine in record IG/AI issuance, and the 10–20% cash cushion is held explicitly as optionality on somebody else's forced selling — sized to your own sleeping level, reassessed in three weeks. Newsletter #126 (7 September) turns the framework into an arithmetic and states the destination out loud: "the long end rises whether the committee hikes or cuts, so the only choice is how, and the road ends in de facto yield curve control, then the outright version." Hikes cut nominal receipts while indexed entitlements and a bill-skewed stack reprice up; cuts inflate receipts and improve the ratios — the 10-year rises in both, "so only the dollar separates them," with the 10-year now 4.72% against 3.94% when the US attacked Iran. The buyer side is worse than the headline: swap-spread funds are the marginal buyer of the long bond (~$305bn vs <$50bn in 2022) and Cayman basis funds took ~37% of net coupon issuance over 2022–24, so a market-maker rather than an investor sits under the long end and an equity selloff now raises yields after a day. The hedged-yield math seals it — a Japanese buyer earns ~−1.21% and a 10–15bp yield rise has produced a 12bp fall in that hedged yield since mid-May, so higher yields push the marginal foreign buyer out rather than pull capital in: "either the 10-year goes a lot higher than the level everybody already calls too high, or the dollar goes a lot lower," and with $1.4tn of net supply over two quarters "only one of those is survivable." Every time the 10-year tagged 4.7% these four years Treasury weakened the dollar; "I would not bet against the fifth." Two new positioning threads come out of it: gold gains a right tail beyond central-bank buying — revaluing the US stockpile from its 1973 statutory $42.2222 to market books >$1.1tn into the TGA without selling an ounce or auctioning a bond, ~$260bn per $1,000 of gold price, exactly the account funding the buybacks, "a policy incentive pointing in precisely one direction" (PHYS untouched) — and oil's physical picture is worse than the price implies: his bottom-up rebuild puts crude through Hormuz at 4–6 mb/d and total regional liquids at 11–13 against a 22–24 baseline, with the gap papered over by finite buffers (an unprecedented 400m-barrel release, OECD stocks at a 1990 low, the SPR at its lowest since 1982) and permanently destroyed demand — "both are the market borrowing from the future to keep the present looking calm," with the Q4 inventory bill the date to watch and LNG structurally unfixable (Qatar −96%, ~17% of capability removed on multi-year repairs). Uranium sentiment jumped 14 points to 31 into the WNA on a $97 term price, and Bruce Power's CAD$7.7bn life-extension to 2064 leaves ~47m lb of uncovered demand behind Cameco's arrangement to 2040. Copper has failed at ~$6.70 three times in four months on a rising floor while supply fell — "ceilings tested three times in 4 months rarely survive the fourth." Portfolio priority unchanged: put cash to work into bad commodity-equity sentiment, a third already deployed. The September extra newsletter (22 September) reduces the framework to one question, "cut what?" Entitlements, veterans' benefits and net interest take ~95% of receipts (~110% with defense). Neither entitlements nor defense can be cut six weeks before a midterm, so rates are the only lever and "the only direction that helps is down." With debt above 100% of GDP, hikes partly return to savers as stimulus. The 10-year hit 5.04% and the 30-year 5.42% with no insurer bid, because selling unmarked private credit to buy Treasuries would force the marks. So the Treasury funds itself through buybacks, "the softest possible form of yield curve control." Base case: a gradual grind on the BoE-2022 template, with "financial repression [as] the lower rates they need, and hard assets… the durable position on the right side of it." (2026-SEP-22)

What it is: a contrarian research service run by "Mart," a self-described commodities (and now macro) analyst.
